  • Employer Job Offer: International Student stream
  • Employer Job Offer: In-Demand Skills stream

  • PhD Graduate stream

On 15 July 2021 several skill Level C and D occupations were targeted in the  Employer Job Offer : In Demand Skills Stream

Applicants had to have 12 months experience in these 5 occupations could be obtained anywhere in Ontario
3413 – Nurse aides, orderlies and patient service associate
4412 – Home support workers and related occupations, excluding housekeepers
8431 – General farm workers
8611 – Harvesting labourers
9462 – Industrial butchers and meat cutters, poultry preparers and related workers

Applicants must have had 12 months of experience in one of the following towns to be invited (Chatham-Kent, Cities of Belleville and Quinte West, City of Cornwall) within the following occupations.
9411 – Machine operators, mineral and metal processing
9416 – Metalworking and forging machine operators
9417 – Machining tool operators
9418 – Other metal products machine operators
9421 – Chemical plant machine operators
9422 – Plastics processing machine operators
9437 – Woodworking machine …

Manitoba Provincial Nominee Program: What occupations get invited?

The Manitoba Provincial Nominee Program (MB PNP) invites foreign nationals that has been working in Manitoba for six months as well as foreign nationals that is outside of Canada.

Those invited from outside of Canada are recruited via the “Skilled Worker Overseas” stream also known as the “Strategic Recruitment Initiative”. The points applicants had to score were as follow:

7 June 2021- 708 points
1 June 2021- 601 points
25 May 2021- 703 points
6 May 2021- 703 points
26 April 2021- 721 points

Applicants will require a job offer to reach the required points

Ontario Expression of Interest System Opens

Ontario Immigrant Nominee Program (OINP) officially introduced their new Expression of Interest (EOI) system yesterday, 28 April 2021. It is now open to profile submissions for potential Foreign Workers and International Students in the Employer Job Offer Category.

Their other popular In-Demand Skills and Masters Graduate streams will open in the coming weeks.

When applicants enter their profile, they are issued with a score – similar to the express entry profile system. The points are given based on your NOC skill level and type, wage of your job offer, Canadian work experience and NOC skill level, Canadian earnings ($), and highest level of education.

Applicants should have a genuine job offer to enter the program. A language test, high education and wage will increase your score.

Manitoba Invitations to Apply to 399 people

On 19 April 2021 the Manitoba government issued “Letters of Advice to Apply” through an invitation directly from the MPNP under a Strategic Recruitment Initiative to 30 people. The applicant had to have at least 703 points. The “Strategic Recruitment Initiative” is immigrants.

Canada aims for 411 000 immigrants during 2021

It was announced that the government is aiming for 411 000 immigrants during 2021. See https://www.canada.ca/en/immigration-refugees-citizenship/news/notices/supplementary-immigration-levels-2021-2023.html.

The expectation is that the emphasis on selection of immigrants would be placed on job offers supported by Labour Market Impact Assessments (LMIAs), provincial nominations, people with Canadian work experience, or immigrants with experience in specific occupations (Occupation Lists).…

Future of Skilled Immigration from Federal Budget

The days of selection purely based on points could be gone.

On Monday, 19 April 2021 the Federal Government released its 700 page budget. See https://www.budget.gc.ca/2021/home-accueil-en.html. On page 220 there is a statement about new immigration policies that are being planned

The expectation is that the focus will be on occupation lists, job offers and those with Canadian work experience and less emphasis on a selection purely based points.

This is a good change that Matrixvisa wrote about and supported since March 2017. Here is a quote from page 220 of the budget:  Streamlining Express Entry. Canadas Express Entry system has been in place since 2015. ……. Streamlining Canadas Express Entry system will allow the government to ensure our immigration system responds to Canadas growing economic and labour force needs and help Canada reach its 2021-2023 Immigration Levels Plan. The Government of Canada intends to propose amendments to the Immigration and Refugee Protection Act to provide the Minister of Immigration, Refugees and Citizenship Canada with authority to use Ministerial Instructions to help select those candidates who best meet Canadas labour market needs from among the growing pool of candidates 

BC Provincial Nominee Program: points decreased to 95 points

The British Columbia Government sent Invitations to Apply in the Provincial Nominee Class on 13 April 2021. Skilled Worker points decreased to 95 points. Retail Managers (NOC 0621) and  Restaurant Managers (NOC 0631)  required 113 points.

Canadian Federal Government Sued for Quarantine Order

On 15 March 2021, a news organization, Rebel News Network Ltd., sued the Federal Government about it’s requirements to quarantine. The argument was made that Part I of the Canadian Constitution Act of 1982 which  is known as the Canadian Charter of Rights and Freedoms, are being breached.  It was reported by a news organization,  Black Locks, that “The order under the Quarantine Act requires air passengers including Canadian citizens to prepay three nights’ stay at airport hotels, meals, cleaning and pandemic tests on arrival in Canada, about $2000 by federal estimate. Rebel News said the order was “not necessary or even effective at reducing the spread of Covid-19,” and the “true motivation for mandating the quarantine provisions was to effect an arbitrary detention to deter travel outside the country by implementing a dangerous, costly, capricious and mandatory quarantine period for air travelers entering Canada.” The argument is further supported by the refusal of the Minister of Health to release the evidence on which this quaratine order are based.
