BC PNP Effectively Closed for New Applications until December 2025

On 14 April 2025, the Provincial Nominee Class in BC is essentially closed. The BC government just announced that they had about 10,000 applicants on 1 January 2025 when the new quota of 4,000 openings were assigned to the BC government. Their priority is the 1,100 nominations they expect to issue for the medical stream, and therefore only 2,900 openings remain for the inventory of 10,000 applicants in the inventory. Unless an applicant is in the medical field, the expectation is that no new...

Saskatchewan Immigrant Nominee Program New Requirement

From March 27, 2025, the Saskatchewan Immigrant Nominee Program will require all applicants to be existing temporary resident of Canada. Therefore, the foreign nationals will require a LMIA or an open work permit, unless being recruited by an employer in the Healthcare, Agriculture, or Skilled trades occupation. Additionally, nominations will be capped at 25% of the annual allocation for 3 industries: Accommodations and Food Services, Retail Trade, and Trucking sectors.

Express Entry points for job offers removed

Canadian Immigration and Citizenship (IRCC) removes points from its Express Entry system that were in the past awarded to immigrants with job offers. This action punishes immigrants working for Canadian employers and will inevitably make it harder for them to obtain permanent residence in Canada. Read this new ministerial instructions released on 25 March 2025 here:...

521,935 people will not qualify for permanent residence in 2025

521,935 people will not qualify for permanent residence, according to this chart from IRCC Ontario. We suspect the majority are those on Post Graduate work permits. However, many foreign workers working under the authority of positive LMIA's will also not qualify for permanent residence visas. Before coming to Canada, temporary foreign workers must ensure they understand the options for permanent resident after arrival.

47,000 PR invitations for "In Canada Focus" group about to start on Express Entry! In late 2024, IRCC made an announcement that extra invites would be made for temporary foreign workers with experience inside Canada. IRCC used the term “In Canada Focus”. This includes the admission primarily in the Canadian Experience Class (CEC) according to the 2025-2027 Immigration Levels Plan (see:...

Background Checks Delaying Applications

Many South African applicants with any military service are being sent for “background checks” that can take 18 months. This has result in some applicants loosing their job offers in Canada as a result. Since March 2024 (and onwards), Matrixvisa has written to senior government officials with our concerns. Essentially, our advice was that IRCC (Immigration, Refugees and Citizenship Canada) should prioritize security background checks and not screen everyone with formal military background. In...
